German is a lawyer from the Universidad del Rosario
(Colombia) and has an MSc in Economy from the Universidad Nacional de
Colombia. He has been a political activist, he has hold several public
positions as the manager director of different national public
institutions like the National Institution for the Distribution of Land
and the National Office for Regulating Family Welfare. He has been also
the president of the Colombian Association of Small Industries and the
president of the Colombian Association of Industrial Relations.
He is a former deputy director of the Colombian National Accounting
Office and a former ministry of education. Currently he is the Colombian
ambassador in Venezuela. He is a fellow PHd student at the university of
